build(basic): 更新基础工具包至 1.0.9版本

- 将 @szyx/sdk_base 版本从 1.0.8 升级到 1.0.9
- 更新 HAR_VERSION 常量至 1.0.9
- 修正 RefreshView 组件的相关问题
- 修改 SignManager 中查询生物签名状态的方法名称
- 在 sdk_ywx 中添加新的错误码和接口
